Indicator 2: Neighborhood-Based Placements

Context of Measure

ACS recognizes that placement into foster care is a traumatic experience for all people involved and works diligently in the placement process to minimize the fear and trauma of separation for the child. ACS adopted a neighborhood-based service delivery model that aims to keep children in their home Community District (CD), allowing them to maintain ties to all that is familiar, thus reducing the trauma of being placed into foster care. In addition, by placing children close to home, with services accessible to parent and child, many of the existing barriers to achieving timely permanency may be overcome.

ACS’s Placement Principles reflect the goals of neighborhood-based placements. Specifically, these principles state a strong preference for placing children with their siblings, with their kin, and in their home CD. This indicator provides the best information on system performance in adhering to the placement principles and meeting the goals of neighborhood-based services as they relate to foster care placement. The goal of this report is to evaluate success at placing children in their home CD and borough, as well as to consider the experience siblings undergo in the placement process.

When examining ACS’s progress towards neighborhood-based placements, it is important to keep in mind that there are factors that outweigh a neighborhood-based placement. The priority of a kinship and sibling family placements may outweigh the benefit of a neighborhood-based placement. A child’s special health and/or mental health needs may be better met in a placement outside of his/her own neighborhood. Staying in the community may sometimes compromise the safety of the child.
