About the Board Members
Appointment
The Civilian Complaint Review Board has thirteen members.
Five members are designated, or nominated, by the New York
City Council (one from each borough), three are designated
by the police commissioner, and five are designated by the
mayor. However, the mayor must appoint all members, even those
designated by the city council or the police commissioner.
No member of the board may have served previously in law enforcement
(other than those designated by the police commissioner) and
none may hold other public office or employment. Board members
serve three-year terms, and receive compensation on a per-diem
basis.
Responsibilities
The board hires the executive director, holds monthly
public meetings, oversees agency operations through numerous
committees, and sets policy. The board reviews all CCRB investigations
and makes findings on every allegation raised by every complaint.

Board Panels
In addition to holding public meetings on the second
Wednesday of every month, the members of the board form panels
to evaluate cases. Each panel is composed of one board member
designated by the mayor, one designated by the New York City
Council, and one designated by the police commissioner. The
panel can substantiate any allegation by a vote of two to
one. If the board substantiates any allegation raised by the
complaint, the CCRB forwards the case to the police commissioner,
who has the final authority to impose discipline.
