Update: Plumbing Code Revisions Local Law Signed by Mayor Bloomberg

On August 8, 2012, Mayor Bloomberg signed Local Law 41 of 2012, the Plumbing Code Revisions Bill (Intro 807A) into law. Click here to view the video from the bill signing.

The new law amends the NYC Plumbing Code by bringing it up to date with the 2009 edition of the International Plumbing Code and making amendments to the Code that reflect the unique character and needs of the City.

Local Law 41 of 2012 (Intro 807A) is the work product of the Plumbing Technical Committee and the Managing Committee. We thank the members of these committees for their expertise and tireless efforts, which have made these revisions possible.

Please note that this local law and the provisions contained therein, will become effective on the same effective date as a future local law to be submitted to the NY City Council which will amend the NYC Building Code, Fuel Gas Code, Mechanical Code and the Administrative Provisions in Title 28.


Code Revisions

The New York City Construction Codes consist of four technical volumes – the New York City Building Code (BC), Plumbing Code (PC), Mechanical Code (MC) and the Fuel Gas Code (FGC) – and one administrative volume – the Administrative Code (Title 28), which contains permitting, licensing, fees and other provisions that apply universally to the four technical volumes.

Every three years, the New York City Construction Codes must be updated based upon the latest version of the International Code Council Codes (I-Codes). To this end, the Department has organized a series of committees (Technical, Managing & Advisory) to review the technical and administrative provisions of the Codes.


Revision Process & Committee Organization

Nine Technical committees are responsible for developing and reviewing technical amendments made to specific chapters of the New York City Construction Codes.  Technical committee participants are “experts” in the subject matter of their respective committee. The Managing committee is responsible for reviewing and accepting technical committee and advisory committee proposals regarding the technical and administrative provisions of the Codes. Advisory committees will be formed on an as needed basis to consider issues that fall outside of the normal review of a technical committee. After the Managing committee has finished its review, the NYC Law Department will format the revisions into bill format required for passage by the City Council.

Managing Committee

The Managing Committee members include the chairs and co-chairs of the technical and advisory committees, as well as representatives of construction, labor, real estate, government, professional and other stakeholder organizations.  


Advisory Committees

Advisory committees will be formed (on an as needed basis) to consider issues that overlap the jurisdiction of technical committees or require a deeper level of analysis.

The Administrative & Enforcement Advisory Committee: This advisory committee
   consists of representative stakeholder organizations and city agencies
   providing revision recommendations for the administrative provisions of
   the Codes.
