Changes to the ACRIS E-Tax Application
Effective October 24, 2011

You can now select a foreign country when entering addresses for the various parties on the tax forms.

By adding attachment pages there are now enough signature lines for all grantors (sellers) and all grantees (buyers) on all of the tax forms as follows:

  • NYC-RPT and NYC RPT Schedule R: Previously there was space for the signature and notarization of the signature of one grantor and one grantee. The attachment page(s) if applicable now provide enough signature lines for all grantors and all grantees but only the signature of the first grantor and first grantee get notarized.
  • TP 584: Previously there was space for the signature of two grantors and two grantees. The attachment page(s) if applicable now provide enough signature lines for all grantors and all grantees. 
  • TP 584 Schedule D: Previously there was space for the signature of four grantors. The attachment page(s) if applicable now provide enough signature lines for all grantors.
  • RP-5217NYC: Previously there was space for the signature of one buyer and one seller. The attachment page(s) if applicable now provide enough signature lines for all buyers and all sellers. However, the instructions to the RP-5217NYC state “If multiple buyers and/or sellers are involved in the transfer, only one of each is required to sign.”  

In addition if a customer encounters any problems with the way the tax form PDFs print, when printing the tax forms, they should make sure that the Adobe Print settings (on the Print pop up window) are:

  • Page Scaling: Fit to Printable Area
  • Comments and Forms: Document and Markups  

Return Documents Effective September 6, 2011

The City Register Office will no longer return recorded UCC documents.  If you need a copy of the recorded UCC, you can print it using ACRIS.  Rejected UCC documents will still be returned to the presenter and will still be available to be picked up in person.  You may still have recorded documents other than UCC returned by mail by including an appropriately sized, self-addressed, stamped envelope with your submitted documents.

Completing a Cover Page for a UCC Financing Statement
The Document Date entered should be the same as the Cover Page preparation date, or within six months of the initial UCC filing's expiration date.

Flip Transactions
When a Flip Transaction (a transfer from party A to B, then party B to C) is involved:

  • Complete two separate RPTT forms, using two separate E-Tax transactions.
  • Submit under two separate cover pages.
  • Transfer to the owner (from party B to C) must be filed in the second cover page.

Restricting Excessive ACRIS User Traffic
ACRIS is designed to allow end-users to access data through single transactions and was not designed to support automated forms of data extraction.  The site is monitored to provide fair and equal service for all users and to ensure there is no strain in performance.  Daily bandwidth is restricted to 400 MB. The Department will deny future access to those IP addresses in violation of this policy.

In addition, Finance restricts access to robot users, automatic scripts and other methods using excessive bandwidth. High-volume users should contact the City Register to start data subscription services.  This option is specifically designed to support such traffic. Historical Index Data Subscriptions
Historical index data is also available for download by special request to the City Register.  An active subscription to download this data is not required. Instead, such requests will be reviewed and approved on a case-by-case basis. The cost of downloading historical index data will be quoted in advance. When the quoted cost is accepted and payment received, the data will be made available for download.
