Dispute a Red Light Camera Notice of Liability

Drivers must pay or challenge a Red Light Camera Notice of Liability within 30 days from the date the ticket is issued to avoid penalties.

Dispute a Notice by Mail

If you wish to have a hearing by mail:

  • Return the Notice of Liability
  • Attach a letter, explaining why you should be found not guilty of the violation, and
  • Attach copies of any evidence that you wish to present.

Evidence can include, but is not limited to: notarized witness statements, photographs, repair bills, police reports, Department of Motor Vehicles or insurance company reports, and towing bills.

Note: Please be certain to keep copies of everything you send to Finance for your own records.

Receiving Your Decision
After reviewing your mailed evidence, the Administrative Law Judge's decision will be sent to you by mail.

Dispute a Notice In-Person
Visit any Finance Business Center in Manhattan, Brooklyn, Queens, or Staten Island. In the Bronx, hearings are held at the Parking Violations Payment Center at 3030 Third Avenue. Hearings are held based on the order you arrive.

Notice of Liability over 100 days

After approximately 100 days, the City will enter a default judgment against the registered vehicle owner for the entire amount (original fine and penalties) of any Notice of Liability remaining unanswered and/or unpaid.

You may, however, request a hearing for Notices of Liability in default judgment (i.e., more than 100 days old) only if they are less than one year old. Finance will not grant a hearing on Notices of Liability more than one year old. However, you must first mail or submit in-person a Red Light Camera Hearing After Judgment Form.

On this form, you must explain why you did not respond to the Notices in less than one year. The Red Light Camera Hearing After Judgment can only be sent by the person to whom the vehicle is registered, or their authorized representative.

If the Hearing After Judgment is granted:
The judge will then hear your defense to the Notice(s) of Liability.

If the Hearing After Judgment is not granted:
You will not be given a hearing, and you will have to pay the amount you owe.
