Mission - Promote DOHMH's ability to prevent, prepare for, respond to, and recover from emergencies.
BEM Unit-Specific Activities
Grants Unit
- Identify, apply for, allocate, and monitor emergency
preparedness funding for the agency in order to maintain fiscal support for
preparedness and response efforts.
- Inform and promote a meaningful performance
measurement system to ascertain programs' progress in preparedness over time.
- Monitor spending and redirect unobligated funds.
- Ensure that all funds are spent appropriately based on federal guidelines and generally accepted accounting principles.
Training and Exercises Unit
- Provide technical support to DOHMH on the
development, implementation, and evaluation of emergency management exercises
and training.
- Identify and communicate gaps in plans and staff
competencies through generating and analyzing after-action reports and
learning needs assessments.
- Coordinate key agency-wide emergency management training and exercises.
Operations Unit
- Develop agency wide emergency communications plan and
mechanisms, including Dialogic and the Employee Database (EDB), a toll-free
number to allow staff to contact DOHMH, and inter- and intra- agency
notification procedures.
- Establish and maintain primary and alternate Department Emergency Operations Centers (DEOCs) as central locations for emergency coordination.
Planning Unit
- Develop agency emergency response plans and support
development of hazard-specific response plans, including identification and
resolution of policy issues.
- Develop, refine, and operationalize the DOHMH
Incident Command System (ICS) to allow for more coordinated emergency
response.
- Ensure the tracking and completion of after-action tasks so that incident management may continually improve over time.
Countermeasure and Response Unit
- Coordinate receipt, storage and distribution of the
federal Strategic National Stockpile (SNS) into NYC in an event of an
emergency.
- Enhance medical professional surge capacity through
recruitment and training of Medical Reserve Corps (MRC) volunteers.
- Develop, test, and improve NYC's mass prophylaxis
plan to maximize the efficient delivery of essential medication during crisis.
- Establish plans and policies for isolation and
quarantine.
- Develop and invigorate the Med Clin branch of ICS to ensure DOHMH's ability to carry out its mass prophylaxis and isolation and quarantine duties for the City of New York.
