Office of the Chief of Staff - The Office of the Chief of Staff is comprised of DoITT's Communications and Intergovernmental division, which manages all internal and external agency communications including press releases/inquiries, letters from the Commissioner, and testimony before legislative bodies; the Financial Services division, which manages the agency's overall operating budget; the Facility Services division, which manages space in both City-owned buildings, as well as leased buildings; the Human Resources division, which develops, implements, and monitors mandates affecting staffing and employment while also guiding and advising management when developing plans on how best to leverage the agency's staff; and the Risk Management and Compliance division, which is responsible for monitoring and ensuring compliance with all laws, policies, and procedures.

Office of the Chief Technology Officer (CTO) - DoITT's Office of the Chief Technology Officer is responsible for Citywide information strategic technology planning and enterprise policy formulation. This includes the enterprise architecture program, information security, business continuity, network planning, and other policy functions. The Office of the CTO provides the governance model for the successful use of information technology in City government.

Legal/ Franchise Administration and Planning - DoITT's Legal/Franchise division is made up of three distinct offices, the Office of the General Counsel, the Office of the Agency Chief Contracting Officer (ACCO) and the Office of Franchise Administration and Planning. The Office of the General Counsel is primarily responsible for drafting legislation and regulatory filings, and providing legal and strategic guidance to the agency. The Office of the ACCO is responsible for directing and managing agency procurement functions, as well as initiating, managing, and expanding Citywide IT consortium contracts in accordance with the New York City Charter and Procurement Policy Board Rules, and ensures that the quality of goods and services procured is maintained. The Franchise Administration and Planning division regulates Cable Television, Public Pay Telephone, and Mobile Telecommunications franchises for the City of New York.
