Public Pay Telephone (PPT) Unit is responsible for:

  • Handling all franchise contract matters related to public pay telephones on New York City sidewalks
  • Ensuring that the pay telephone companies meet all site criteria, cleanliness, and operability standards
  • Reviewing permits for new public pay telephones or the relocation of existing phones
  • Collecting franchise fee payments owed to the City pursuant to the public pay telephone franchise agreements
  • Intervening with public pay telephone companies for the resolution of consumer complaints
  • Addressing community concerns with public pay telephones

Current Pay Phone Franchises
As of July 7, 2009 there are 30 companies that operate approximately 18,090 public pay telephones on New York City sidewalks. A public pay telephone franchise grants a company the non-exclusive right to install, operate, and maintain public pay telephones and associated equipment on the City's sidewalks. Each pay phone must pass site criteria before it is permitted. The effective date of all of the public pay telephone franchises is October 15, 1999. Agreements are non-exclusive and are for a period of 11 years with a possible four-year renewal at the City's option.
