The City maintains one open video system (OVS) agreement encompassing the five boroughs of New York City. An OVS agreement grants an OVS operator the right to install, operate, and maintain cable communications and other telecommunications facilities in New York City to provide voice, video, data, or image communications. The franchise agreement is for a period of 15 years.

OVS agreements are authorized pursuant to Section 653 of the Communications Act of 1934, as amended and pursuant to the City's authority to regulate its public-rights-of-way.
