Broadcast Basic Cable Service
Some cable providers may provide a relatively low cable rate for the simplest tier basic service that includes only the broadcast channels, public, educational and governmental channels and perhaps a few other channels.  This lowest-rate service is often not well promoted by the providers.  You may have to ask for it specifically.  When you call your cable provider to get this service, you can say something like, "I would like the rock-bottom basic service that just includes the broadcast channels, not the expanded basic service."  This tier is currently being offered for around $16 or so by various cable TV service providers in the City.
