NOTICE OF A FRANCHISE AND CONCESSION REVIEW COMMITTEE (“FCRC”) PUBLIC HEARING to be held on Monday February 11, 2013 commencing at 2:30 PM at 22 Reade Street, Borough of Manhattan on the following items: 1) a proposed information services franchise agreement between the City of New York and Stealth Communications Services, LLC; 2) a proposed telecommunications services franchise agreement between the City of New York and Stealth Communications Services, LLC; 3) a proposed information services franchise agreement between the City of New York and  United Federal Data of New York, LLC; and 4) a proposed telecommunications services franchise agreement between the City of New York and United Federal Data of New York, LLC.  The proposed franchise agreements authorize the franchisees to install, operate and maintain facilities on, over and under the City’s inalienable property to provide either information services or telecommunications services as defined in the respective franchise agreements.  The proposed franchise agreements have a term ending June 30, 2020, subject to possible renewal to December 1, 2027, and compensation to the City will begin, at 20 cents per linear foot in Manhattan and 15 cents per linear foot in other boroughs, escalating two cents a quarter thereafter, subject to certain minimum payments.

A copy of the proposed  franchise agreements  may be viewed at The Department of Information Technology and Telecommunications,  2 Metrotech Center, 4th Floor, Brooklyn, New York 11201, commencing January 18, 2013 through Monday February 11, 2013, between the hours of 9:30 AM and 3:30 PM, excluding Saturdays, Sundays and holidays.  Hard copies of the proposed franchise agreements may be obtained, by appointment, at a cost of $.25 per page.  All payments shall be made at the time of pickup by check or money order made payable to the New York City Department of Finance.   The proposed franchise agreements may also be obtained in PDF form at no cost, by email request.  Interested parties should contact Roxanne Chambers at 212-788-6610 or by email at RChambers@doitt.nyc.gov.
