Who We Are

The Board

The Environmental Control Board (ECB) consists of 13 Board members. These Board members include six commissioners of agencies that issue violations returnable to the Environmental Control Board. The remaining six members are citizens appointed by the Mayor who have various expertise in certain quality-of-life related fields, such as noise and air pollution.

In accordance with City Charter section 1049-a, the Board is responsible for enforcing the laws and rules protecting the public health, safety and well being of the City’s residents.  The Board adopts rules consistent with these responsibilities, appoints hearing officers to conduct hearings on violations issued by more than 12 different City agencies, and decides appeals from the decisions of its hearing officers. 

The Board conducts monthly public meetings to carry out its duties.  Notice of the date, time and location of each monthly meeting is published in advance in the City Record.  The Board usually meets on the third Thursday of the month, except on legal holidays.

The Board’s last public meeting date for 2009 is December 3. The Board’s public meeting dates for 2010 are tentatively scheduled for January 21, February 25, March 25, April 22, May 27, June 24, July 22, August 19, and September 30.

Administrative Law Judges (ALJs)

The Board appoints hearing officers, who are usually referred to as Administrative Law Judges (ALJs), to hear cases on their behalf. Every ALJ is a highly qualified attorney who has been specially trained to hear quality-of-life cases. ECB keeps a roster of qualified attorneys. Most ALJs serve at ECB on a part-time basis. Currently, there are approximately 200 ALJs who adjudicate cases at ECB.
