The rules for ECB proceedings are in Title 48, Chapter 3, of the Rules of the City of New York ("Enforcement Procedures Before the Environmental Control Board"). Subchapter G lists the penalty (fine) ECB can assign for each type of violation of the New York City Administrative Code or the Rules of the City of New York. Most of the violations that ECB adjudicates involve those laws. In some instances, ECB adjudicates violations of the New York State Public Health Law, the New York State Vehicle and Traffic Law, or the New York City Health Code.
