Medicaid Buy-In Program for Working People with Disabilities
The Medicaid Buy-In Program for Working People with Disabilities offers people with disabilities who are working, and earning more than the allowable limits for regular Medicaid, the opportunity to keep their health care coverage through Medicaid.
Eligibility Requirements Include:
- Age:
Individuals between the ages of 16 to 64 years old.
- Identity
- Residency: Must
be a New York State resident;
- Disability:
Have a disability as defined by the Social Security Administration;
- Work status:
Must receive a salary as a full-time or part-time worker;
- Citizenship/Immigration Status: Can be a U.S. citizen or fall under one of many immigration categories. Undocumented immigrants and people on short-term visas who are
not in the process of applying for permanent status are not eligible.
- Assets: Have
non-exempt resources that do not exceed $10,000.
- Income: Please see chart below for income levels.

Determination of Disability
The Social Security Administration (SSA) determines disability for Social Security Disability Insurance (SSDI) and Supplemental Security Income (SSI) benefits. The Human Resources Administration will accept a determination of disability by SSA as proof of disability for the Medicaid Buy-In program for Working People with Disabilities. If you have not been certified disabled through SSA, you will need to have a disability review done by SSA.
What Benefits are Covered by the Medicaid Buy-In Program for Working People with Disabilities?
This program provides the same medically necessary care generally covered by Medicaid including:
- Regular checkups;
- Hospital inpatient and outpatient services;
- Emergency room care;
- Prescription drugs;
- Specialist care;
- Home health care;
- Nursing home care;
- Dental care;
- Prenatal care;
- Smoking cessation agents;
- Medical supplies and equipment.
