Large-Scale Development:

Arverne is a 308 acre neighborhood on the Atlantic Ocean in Southeast Queens. The neighborhood is bounded by Beach 32nd St., Beach 84th St., Rockaway Freeway, and the Rockaway Boardwalk. HPD is overseeing a comprehensive neighborhood development plan for the area that will bring new housing, jobs, and recreational opportunities for area residents and visitors from throughout the region.

Working with representatives of the local community and city agencies, the consulting firm of Hamilton, Rabinovitz & Alschuler (HR&A) studied development alternatives for the area. The firm’s final report outlined a development scenario that combines a mix of uses, including retail, recreational, entertainment, and residential development, that are economically feasible and have community support.

HPD began bringing new housing opportunities to middle-income families on the Rockaway Peninsula with the Water’s Edge Phase I project, developed by the Briarwood Organization. This project, constructed on four infill sites between Beach 59th Street and Beach 62nd Street, south of Rockaway Beach Boulevard, consists of 40 two-family homes. Phase I was completed in the Spring of 2001. HPD designated Benjamin-Beechwood LLC to develop the 117-acre western portion of the site. Benjamin-Beechwood's Arverne-by-the-Sea project ( will include up to 2,300 housing units, up to 270,000 square feet of retail space, a new recreation center, and a new school. Construction on the initial phase of Arverne-by-the-Sea, which includes 32 two-family homes (64 units), was completed in 2004.  Construction and design for the reminder of the project are currently underway. In November 2006 Mayor Bloomberg announced the designation of the Bluestone Organization, L&M Equity Participants and Triangle Equities as the joint-venture development team for Arverne East, a 97-acre site adjacent to Arverne by the Sea that will consist of 47-acres of housing and commercial space, a 35-acre nature preserve and a 15-acre dune preserve.  Nearly 1,600 units of middle-income housing will be built at the Arverne East site.  Forty-three percent of the units will be reserved for households with incomes no greater than $92,170 for a family of four.  The Arverne East development will consist of condominiums, two-family homes and three-family homes totaling nearly 1,600 middle-income units, and it is receiving financing from the Goldman Sachs Urban Investment Group. The development will also include over 500,000 square feet of commercial space with retail and entertainment opportunities, and will create over 5,000 construction jobs, more than 1,000 permanent jobs and youth employment programs. Click here for more information
