	Tenant Ownership Program (TOP) The Tenant Ownership Program (TOP) is designed to sell occupied City-owned properties of 1-5 units to prospective eligible residential and commercial tenants. The sales prices will be based upon an appraisal of the property conducted by HPD. Properties will be sold in "as is" condition.
