Capacity Building and Oversight (CBO)

The City of New York City's nonprofit partners provide essential services to communities under contract with City agencies.  CBO was created to ensure that not-for-profit directors and executives understand, implement, maintain and strengthen effective internal controls, financial oversight and board governance.  CBO will conduct assessments of the organizational capacity and governance practices of not-for-profit vendors through the Not-for-Profit CBO Review program. CBO Training for Not-for-Profits

CBO offers free training to nonprofits to stregthen board governance and financial management, legal compliance and contract management. Not-for-profit board members, officers and staff members of organizations that have one or more current contract(s) with the City of New York may attend these classes at no charge.

News for Not-for-Profits

  • Mayor Bloomberg outlined new initiatives to help New York City's nonprofit organizations face challenges heightened by the economic downturn. Initiatives include access to working capital, information about the status of City contracts, a partnership with the private sector to implement innovative business models, shared buying programs, and a calendar of educational events.   • Congress passed the Edward M. Kennedy Serve America Act (HR 1388) on March 31, which included a historic expansion of volunteer corps, a Social Innovation Funds Pilot Program and a Nonprofit Capacity Building Program.   • There are opportunities for nonprofits to apply for Federal stimulus funds under the American Recovery and Reinvestment Act; visit here (pdf) to read the National Council of Nonprofits analysis.
  • The list of organizations which were Prequalified in FY09 is now posted on DYCD’s website, along with the Prequalification Application and Recertification form for FY10 City Council Funding.
  • Nonprofit leaders between the ages of 25-40 who are working on community issues in Brooklyn are eligible for a free fellowship program through We Are All Brooklyn .  Applications are due June 5th.  For more information visit www.waab.org.

Pro Bono Legal Assistance and Board Development Services

  • Board Assist  recruit high-impact board candidates and personally matches them with organizations looking for motivated volunteers, their pro bono service includes some transition support for new board members.
  • Board Net USA is a web-based service that matches nonprofit organizations with board candidates and provides strategic consulting services through the Volunteer Consulting Group.
  • Junior League of the City of New York Nonprofit Board Clearing Center offers training and placement to community leaders interested in serving on a nonprofit board.
  • Lawyers Alliance for New York (LANY) provides legal counsel, presents educational workshops and offers a series of publications to help nonprofit managers meet the legal challenges they face while pursuing their missions.
    • Call the LANY Legal Assistance Hotline at (212) 219-1800 x 224 and leave a message with a nonprofit legal question. A staff member will return the call with the answer or a helpful referral.
    • Obtain direct legal assistance with a number of issues including creating or amending legal documents, contracts, agreements, employment issues, and other business and transactional law issues (application). 
  • United Way Linkages screens, trains and introduces committed professionals to nonprofits.
  • Youth I.N.C. (Improving Nonprofits for Children) works closely with nonprofits serving youth to develop fundraising capacity while securing donors and building their board of directors.

  • Fiscal Management Associates (FMA) and the Nonprofit Finance Fund (NFF) joined together to present a workshop that offered nonprofit leaders concrete tools to lead their organizations during this challenging time.   • The Foundation Center has developed a new online feature, Focus on the Economic Crisis, which provides a wide array of resources to help nonprofits and foundations alike as they face the challenges of an unstable economy.  They offer free webinars on a number of topics including proposal writing and budgeting as well as how to prepare your organization to seek funding and how to approach foundation funders.  For more information please click here.

Loans & Credit for Nonprofit Organizations

  • The NYC Capital Access Revolving Loan Guaranty Program provides up to a 40% guarantee for qualified loans and lines of credit up to $250,000 to nonprofits and small businesses through five participating lenders.   • Fund for the City of New York has created a cluster of management and technology programs directed to improving non-profit administrative and service capacity by lending money against delayed payments, providing back office support to new initiatives, and equipping nonprofits with the systems they need to be able to compete with the private sector.
  • The Nonprofit Finance Fund (NFF) is the only federally certified nonprofit financial institution that provides financial decision-making help and access to capital to the nonprofit sector. NFF’s Tough Times Package offers advice, coaching, planning tools and a variety of loan products to help nonprofits manage through the recession while positioning themselves for long-term financial strength.

  • Alliance for Nonprofit Management offers seminars, published reports, and directories on consultants.
  • Association of Certified Fraud Examiners provides anti-fraud training and education.
  • Board Source offers an electronic library of nonprofit governance practices and hands on governance consultation, including instructions for the new 990 and creating a board audit committee, board effectiveness and overall organizational accountability.
  • Bridge Star provides advice for professionals and directors in the nonprofit sector on organizational leadership, and how tobe more effective in your positions.
  • Community Resource Exchange ( CRE) uses one-to-one consulting on operational and strategic planning, board development, financial management.
  • Fiscal Management Associates (FMA) provides professional services to nonprofit organizations including Outsourced Fiscal Management Services Accounting, Financial Reporting Tools & Systems, and Fiscal Infrastructure and Staffing Development.
  • Foundation Center offers nonprofit management courses and online books for grant makers in governances and capacity building. Foundation Center is a great place to research potential funders.
  • Governance Matters offers a free tool called the "Good Governace Guide," roundtable discussions of various nonprofit issues and sample board documents and policies.
  • Independent Sector provides information on lobbying and governance in the non profit sector.
  • MIS Training Institute offers seminars, conferences and trainings for audit and info security professionals charged with controlling complex systems and business environments.
  • Non-Profit Risk Management Center offers interactive assessments, workshops, consulting services and sample governance and fiscal policies.
  • Panel on the Non-Profit Sector  provides recommendations on best practices in governance, fiduciary responsibility, government oversight, self-regulation, and financial accountability.
  • Support Center for Nonprofit Management publishes the Journal of Nonprofit Management, offers a free mailing list and is a great source developing effective staff. Certification programs are available in executive management, management and supervision and fundraising.   • The Free Management Library provides diagnostics tools to evaluate your organization and find information on strategic planning, business planning, product development, programming, staffing, marketing and finances, etc.
  • Volunteer Consulting Group (VCG) consults with nonprofits on organizational and operational issues: structure, leadership succession and effective governance and oversight.VCG also assists boards in defining their board recruitment objectives and then conducting a targeted search for business, professional and community leaders with the desired expertise, diversity of perspective and resources.
  • Workforce Professionals Training Institute (WPTI) is devoted exclusively to strengthening the field of workforce development through consulting, inquiry into employers needs and strategic staff development.
  • New York State Board Training Consortium funds a series of free trainings for nonprofit Board members of organizations that have contracts with Consortium members: OASAS, DOH AIDS Institute and Center for Community Health , OMRDD, OMH or OCFS. The training series is called Achieving Excellence in Governance and is free of charge and provided by New York Council of Nonprofits.
  • The National Council of Nonprofits has launched the”Nonprofit Economic Vitality Center” presenting facts and analysis about the economic downturn and analysis on how this is affecting nonprofits throughout the country.  Another section offers strategy, ideas and various action steps nonprofits can take and illustrates some of those options with examples of proven programs. 
  • The website of Hurwitz & Associates has new features and an expanded Nonprofit Law Resource Library containing a wealth of materials and resources on tax-exempt organization law including nonprofit governance, global philanthropy, and comprehensive federal and state-by-state filing and compliance requirements.  In addition, please view their Tax Exempt Organization for highlights of current news. 
  • StayExempt which provides online IRS educational resources for tax-exempt organizations, now features five (5) new mini-courses on the redesigned Form 990 that provide information on preparing to file the new 990 as well as a walk-through of the entire form and requently used schedules.  In addition, StayExempt offers other workshops of interest to exempt organizations such as required disclosures, employment issues, and other tax basics.
  • National Association of Veterans' Research and Education Foundations (NAVREF) is a membership organization of the VA affiliated nonprofit research foundations, also known as the nonprofit research and education corporations (NPCs).  NAVREF’s Best Practices Program is a risk assessment and management resource designed to provide the executive director, board of directors and management staff of a VA-affiliated nonprofit research and education corporation (NPC) with tools to work toward implementing “Best Practices.”

 Nonprofit Associations that Provide Assistance

  • New York Council of Nonprofits works to build the capacity of nonprofits and communities through responsive, cost-effective services including training and specialized technical assistance services, including legal, financial and executive transitional support, to nonprofits of all kinds in a staff-based, multidisciplinary team model. Members can participate in a group-buying program.
  • Human Services Council of New York City (HSC) is an advocacy organization that serves a resource to its members on legal and contracting questions and provides trainings on compliance and emerging legal requirements. Members can participate in HSC retirement plans.
  • Nonprofit Coordinating Committee of New York  (NPCC) publishes a monthly newsletter, offers workshops and roundtables on management issues, provides cost-saving vendor services, manages a Government Relations Committee that works on sector-wide government and legislative issues, and maintains a website with information on operating a nonprofit. Funders that Support Capacity Building

  • Robin Hood Foundation grants funding, management and technical assistance to organizations that are working to fight poverty in the New York City area. The Foundation’s in-house management experts assist programs with strategic and financial planning, recruiting and legal concerns, organizational issues and capital needs.
  • Taproot Foundation grants pro bono services and grants in the areas of HR, marketing, and IT consulting to nonprofit organizations tackling society’s most pressing issues, specifically in the areas of education, social services, environment, and health.
  • United Way grants Organizational Support Services (OSS) for direct technical assistance, consulting services designed to help the nonprofit address a strategic or operational matter, including legal issues, fundraising plans, operational planning and management, financial systems and technology. 

Technology Solutions

  • Google for NPO’s offers free calendar, blog, and emailing applications to nonprofit organizations.
  • NPower provides packages of technology solutions, assesments and planning services.
  • TechSoup Stock is a great resource for nonprofits to find donated or extremely discounted technology including software, hardware, web-based services, training, networking and credit card processing tools.
