Budget Analyst
Budget and Financial Planning

JOB DESCRIPTION:

Under the direction of the Assistant Director, the successful candidate shall develop programmatic and budgetary analysis and provide budgetary oversight and monitoring. Responsibilities include, but are not limited to the following:

  1. Manage the Authority’s Operating Budget, including technical budgetary exercises.
  2. Analyze expenditure trends and budget variances.
  3. Project revenue and expenditures.
  4. Review and evaluate departmental budget requests.
  5. Evaluate budgetary proposals and estimate the fiscal impact of management decisions and policies.
  6. Review the Authority’s ongoing fiscal requests and formulate appropriate responses.
  7. Conduct research; prepare and present analyses.
  8. Provide technical assistance in the preparation of the Authority’s Operating, Revenue, and/or Capital Budgets, consistent with the priorities of the Authority’s Executive Management.
  9. Identify and recommend solutions to operational issues having a fiscal impact on the Authority.
  10. Generate ideas to improve existing programs, find new revenues and balance the budget.
  11. Evaluate the impact of Federal, State and City budget policies on the Operating and Capital Budgets.
QUALIFICATION REQUIREMENTS:
  1. A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or
  2. A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, or fiscal management; or in a related area.
QUALIFICATIONS/SKILLS DESIRED:
  1. Strong financial, programmatic and policy skills; an understanding of basic public sector budgeting concepts; demonstrated proficiency with a wide range of analytical techniques and tools including cost-benefit/trend analyses and financial modeling.
  2. Strong computing skills; Microsoft Office and a preference for working knowledge of the Oracle PSB/Grants/Position Budgeting applications.
  3. Strong communication skills to include written, verbal, presentation and negotiation abilities.
  4. A familiarity with innovations and trends in public housing and municipal budgets.
  5. Knowledge of Federal, State and local funding processes and protocols.
