Assistant Director, Community Operations and Policy,
Planning & Management Analysis

JOB DESCRIPTION:

The Assistant Director for Community Operations and Policy, Planning & Management Analysis is primarily responsible for assisting the Deputy Director of the Expense Budget Division in preparing, implementing and monitoring NYCHA’s Expense Budget for Community Operations and Policy, Planning & Management Analysis. The Assistant Director is also responsible for the day to day supervision, guidance and development of staff to ensure the main objective (s) of the Deputy Director are achieved. Specific responsibilities include but will not be limited to the following:

  1. Provide guidance, supervision; monitor staff performance during research and analysis as part of budget prep activities.
  2. Supervise staff in the following: conducting budget implementation procedures and preparing budget reconciliations; performing budget maintenance and monitoring activities, including activities related to application, evaluation and monitoring of grant funded programs; conducting confidential analysis for use by the Authority’s Executive staff.
  3. Set work assignment priorities; maintain daily communication with staff.
  4. Oversee report preparation duties.
  5. Perform administrative duties.
QUALIFICATION REQUIREMENTS:
  1. A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field, and two years of satisfactory full-time professional experience working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  2. A baccalaureate degree from an accredited college and four years of professional experience, including the 18 months of executive, managerial, administrative or supervisory experience, as described in “1” above.
SKILLS DESIRED:
  1. Experience in budgeting and financial planning.
  2. Understand the funding processes/protocols related to the Federal, State and Local funding agencies.
  3. Strong interpersonal, managerial and organization skills.
  4. Strong financial, programmatic and policy analysis skills: including a basic understanding of analytical concepts and a demonstrated proficiency with a wide range of analytical techniques and tools.
  5. Strong computer skills: working knowledge of Oracle PSB/Position Budgeting application is preferred.
  6. Strong familiarity with basic to complex accounting concepts.
  7. Familiarity with innovations and trends in budgeting.
  8. Ability to work under stringent deadlines.
