ASSOCIATE STAFF ANALYST - TECHNICAL SERVICES
JOB DESCRIPTION:
Under the direct supervision of the Deputy Coordinator, the successful candidate will be responsible for managing the coordination and tracking of all aspects of the Health and Safety and Disclosure divisions of the Environmental Health and Safety Unit. Duties include but are not limited to the following:
- Review/prepare: weekly Hot List; data for APTS; monthly and annual reports; FOIL/Litigation requests.
- Conduct research on current and/or pending regulations, policies and procedures affecting NYCHA in regard to EHS.
- Monitor staff; provide and/or obtain training for supervisory and other staff.
- Ensure accident/incident investigations are performed, evaluate causes and identify preventive measures. Oversee development/implementation of safety “report card” inspections.
- Oversee (through the Assistant Coordinator) the collection and disclosure of EHS information to other agencies, NYCHA Departments, developments and residents.
- Work with developments and borough staff to ensure personnel receive initial and ongoing: occupational medical evaluations, Hepatitis B injections and Respirator Fit Tests. Evaluate effectiveness of programs; recommend corrective actions.
- Oversee Technical Services Department’s training/medical programs, including: initial and refresher training courses, medicals, PPE etc.
- Periodic review and revision of NYCHA’s EHS procedures, forms, pamphlets, etc.
- QA/QC review of Technical Services’ in-house environmental sampling and inspection program and contracted professionals.
- Create/update environmental contract specifications and procedures for Technical Services and other NYCHA Departments; create sampling, testing, and inspection report formats/standards to be utilized in-house and by vendors. Establish and/or monitor methods/data requirements to adequately track information. Establish/review checklists and other tools to track contractor performance and review data/reports.
QUALIFICATION REQUIREMENTS:
- A master's degree from an accredited college in economics, finance, accounting, business, or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area;
- A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.
QUALIFICATIONS DESIRED:
Thorough understanding of asbestos, lead based paint, OSHA/PESH, Department of Labor and HUD regulations as they pertain to regulatory requirements and health safety issues.
SKILLS DESIRED:
- Proficient computer skills using MAXIMO and Microsoft Word applications: Excel, Access and Word.
- Internet research abilities.
