In October 2005, New York City adopted one of the
nation's first laws, Local Law 86 of 2005, requiring that most of the
city's capital building projects be designed and constructed to meet the
rigorous standards in the Leadership in Energy and Environmental Design (LEED)
green building rating systems developed by the United States Green Building
Council (USGBC). It also requires that most of these projects as well as
some plumbing, HVAC, and lighting system upgrades be built to reduce the use of
energy and potable water beyond the minimum requirements in the New York State
Energy Conservation Code.
