Mayor's Office of Environmental Coordination Amends Green Building Standards Rules

In April 2007, the Rules that implement Local Law 86 of 2005 were published as final rules.  These rules defined the 'selected green building rating system' as New Construction version 2.2, Existing Buildings version 2.0, or Commercial Interiors version 2.0 of the Leadership in Energy and Environmental Design (LEED®) building rating system published by the United States Green Building Council, whichever is most appropriate for the project under the Council's guidelines.  In 2009, the United States Green Building Council updated its green building rating systems, now designated as  the Leadership in Energy and Environmental Design (LEED) 2009 New Construction and Major Renovations Rating System, LEED 2009 for Commercial Interiors Rating System, LEED 2009 for Schools New Construction and Major Renovations Rating System, LEED 2009 for Core and Shell Development Rating System, and LEED 2009 for Existing Buildings: Operations and Maintenance Rating System, whichever is most appropriate for the project under the Council's guidelines  The purpose of this amendment is to update the rules to define the 'selected green building rating system' as the most current version published by the United States Green Building Council.

A public hearing was held on Wednesday, May 13, 2009, from 2 PM to 5 PM at 253 Broadway - 14th Floor (West Conference Room), New York, NY 10007.  No testimony was received.

The rule change was published in the City Record on May 22, 2009.  The text that appeared is available for download in PDF format:

Mayor’s Office of Environmental Coordination Releases First Annual Report on Local Law 86 of 2005 – the City’s Green Building Standards Law

Local Law 86 of 2005, New York City’s Green Building Standards Law, requires the preparation of annual reports on the projects subject to its provisions that completed construction in the prior calendar year. To provide a comprehensive assessment of the effects of LL86, this first annual report includes projects that have commenced design since the law took effect. A summary of Fiscal Year 2008 (FY08) capital allocations by agency for LL86 projects is also provided.
For the few projects that have completed design and for the one that has finished construction, this report also documents projected reductions in energy cost and potable water use, as well as estimates of additional costs related to achieving the required LEED® or the Green Schools standard.
