About OEM: Meet OEM's Executive Staff

Calvin Drayton
First Deputy Commissioner

Calvin G. Drayton is OEM's First Deputy Commissioner. Commissioner Drayton is responsible for overseeing the agency’s operations divisions, including Field Response, Watch Command, Planning and Preparedness, Training and Exercises, and Technology. Drayton joined OEM in 1996 and worked his way up to Deputy Director of Operations, supervising the agency’s field operations. He managed all operational response parameters during the countless interagency emergencies that followed the collapse of the World Trade Centers. In April 2002, Drayton was appointed OEM's First Deputy Commissioner. He studied business administration at Long Island University in Brooklyn, New York. 
 

Jacob Cooper
Deputy Commissioner for Agency Development and Coordination

Jacob Cooper joined OEM as an Emergency Preparedness Coordinator in summer 2002 after four years at the New York City Department of Parks & Recreation. As Deputy Commissioner for Agency Development and Coordination, Cooper coordinates the management of the City’s Emergency Operations Center. He is also responsible for overseeing the Training and Exercises Division and the maintenance of the Citywide Incident Management System. Cooper is a graduate of the National Preparedness Leadership Institute at Harvard University and received a master's in public administration from Binghamton University and a bachelor's degree from Alfred University. He is an avid runner and won the New Jersey Marathon in the spring 2005.
 

Rachel Stein Dickinson
Deputy Commissioner for Finance, Policy and Administration

Rachel Stein Dickinson is the Deputy Commissioner for Administration, Finance and Policy. She oversees all agency budgets and fiscal practices including procurement and grants, as well as the personnel, policy, and continuity of operations planning (COOP) divisions. Prior to joining OEM in 2002, Stein Dickinson worked in the Mayor’s Office as the Chief of Staff to the Deputy Mayor for Operations. She has a bachelor's degree in urban studies from Hobart and William Smith College, a master's in public administration from George Washington University, and is a doctoral candidate in urban planning at Columbia University.
 

Christina Farrell 
Deputy Commissioner for External Affairs

Christina Farrell, Deputy Commissioner for External Affairs, joined OEM in 2003. She is responsible for the agency’s communication with outside entities, including the general public, community groups, and private sector partners. She also oversees community outreach and Ready New York, the City’s preparedness campaign. Prior to coming to OEM, Farrell served as the director of the NYC Mayor’s Office of Grants Administration. She holds a bachelor's degree in international relations and economics from Colgate University and a master's in public administration from the University of North Carolina at Chapel Hill.
 

Stella Guarna
Deputy Commissioner for Legal Affairs
Stella Guarna is OEM’s Deputy Commissioner for Legal Affairs. She advises the Commissioner and OEM executives on legal matters, negotiates and reviews contractual agreements and procurement issues, and advises on employment issues. Guarna also coordinates with general counsels of other city agencies to discuss policies during emergencies and natural disasters. Previously she served as law clerk to two New York State Supreme Court Justices and was in private practice for several years. Guarna is a graduate of City University of New York and Benjamin N. Cardozo School of Law.
 

Henry Jackson
Deputy Commissioner for Technology  

Henry Jackson is OEM's Deputy Commissioner for Technology. Since 2002, he has been responsible for the design and maintenance of all the agency's technology needs. After the City’s EOC was destroyed in the attacks on the World Trade Center, Jackson gathered a team to design and build a new center. He procured all the necessary resources and opened the new EOC in 32 hours. Prior to being named Deputy Commissioner for Technology, Jackson served as the Deputy Director for Administration at OEM. In the aftermath of Hurricane Katrina, he directed the construction of three disaster assistance centers which helped more than 3,000 displaced Gulf Coast residents adjust to their new lives in New York City. A 1982 graduate of Hobart College, Jackson also holds a master's in public administration from New York University.  
 

Kelly McKinney
Deputy Commissioner for Planning and Preparedness

Kelly McKinney joined OEM as the Deputy Commissioner for Planning and Preparedness in January 2006. He oversees the agency’s planning departments, including Health and Medical, Logistics, Transportation and Infrastructure, Plan Management, and Human Services. Previously, McKinney was an Associate Commissioner at the New York City Department of Health and Mental Hygiene, responsible for the detection and prevention of environmental health hazards in New York City. During this time he also worked closely with OEM on the Point of Distribution (POD) plan for mass immunizations. He has a bachelor's degree in mechanical engineering from the University of Kansas and a master's from Columbia University.
 

John Scrivani
Deputy Commissioner of Operations

John Scrivani joined OEM as Deputy Commissioner of Operations in 2009. He oversees the agency's response operations and Watch Command. Previously, Scrivani was Deputy Director of the Special Operations Division at the NYC Office of Chief Medical Examiner (OCME), where he also oversaw operations and safety for the World Trade Center Potential Human Remains Recovery Project. Prior to working at OCME, he served as a Department of Homeland Security instructor for hazardous materials/WMD response, crime scene management and evidence collection, mass fatality management, chemical and biological sampling, and the Incident Command System. For 14 years, Scrivani worked as a member of the NYPD, where he served as Commanding Officer of the Emergency Services Unit Hazardous Materials-Weapons of Mass Destruction Response Team and Training School. Scrivani is a graduate of the State University of New York, Excelsior College.

James McConnell
Assistant Commissioner for Strategic Data

James McConnell, OEM's Assistant Commissioner for Strategic Data, joined OEM in September 2001 to direct Geographic Information Systems (GIS). The GIS staff is responsible for providing reliable geospatial data to long-term planners and to decision makers during emergencies. The division’s major efforts include the development of the Public Safety GIS Data Development Center, the collection of critical infrastructure data sets and regional GIS data sets, and the development of an OEM Intranet mapping service. Previous to his work at OEM, McConnell worked for 16 years at the NYC Department of City Planning as an Associate City Planner. He managed neighborhood rezoning, community-based planning efforts, and the training of planners in the use of GIS. McConnell has a bachelor's degree from Binghamton University and was a Public Service Scholar at Hunter College (graduate program in urban planning).
 

Virginia Mewborn
Assistant Commissioner for Training and Exercises

Virginia Mewborn is OEM's Assistant Commissioner of Training and Exercises. She manages the development and implementation of citywide exercises and training programs. She has coordinated major drills including PODEX, a vaccine dispensing drill, TRIFECTA, a chemical attack drill, and HurrEx, a coastal storm drill. Before joining OEM, she was the Senior Director of Emergency Services at the American Red Cross in Greater New York. During her time at the Red Cross, Mewborn responded to numerous disasters, including initiating the American Red Cross response to the 9/11 terrorist attacks. Mewborn received the Partnership Award from the Northeast Region in 2000 and the Tiffany Award from the American Red Cross in 1994. She has a bachelor's degree in urban studies from Georgia State University and is a graduate of the National Preparedness Leadership Institute at Harvard University.

Stacy Rosenfeld
Assistant Commissioner for Administration and Finance

Stacy Rosenfeld is the Assistant Commissioner for Administration and Finance. She is responsible for managing the agency’s finance, grants and procurement units and she acts as OEM’s Agency Chief Contracting Officer. Rosenfeld also serves as the agency’s main liaison with oversights including the Office of Management and Budget and the Comptroller’s Office. Prior to joining OEM in 2002, Rosenfeld worked as an Assistant Director at the Mayor’s Office of Contract Services. She holds a bachelor’s degree in psychology from Scripps College and two master’s degrees from Columbia University, one in public administration and one in social welfare policy.
