Welcome to the Office of Labor Relations Web Site
The Office of Labor Relations (OLR) represents the Mayor in the conduct of all labor relations between the City of New York and labor organizations representing employees of the City.

In addition, OLR administers the Employee Health Benefits Program, Management Benefits Fund, NYC Employee Assistance Program, Medicare Reimbursement Program and the Tax-Favored Benefits & Citywide Programs including the Deferred Compensation Plan and the NYCE IRA.


Retiree Health Benefits Inquiries

Beginning Monday, January 14, 2013 the Health Benefits Program will resume operation at:

Retirees can visit the office between 9 a.m. and 3 p.m. Monday thru Friday, except holidays.

Retirees can email health benefits inquiries to EHBMAIL@OLR.NYC.GOV.  Inquiries will be responded to as soon as practicable.

New York City Employee Individual Retirement Account (NYCE IRA)
The NYCE IRA is the City's new tax-favored retirement savings vehicle. The NYCE IRA includes both a traditional IRA and a Roth IRA for the exclusive benefit of current and former employees of the City of New York and their spouses.

Deferred Compensation Plan
The City of New York Deferred Compensation Plan (DCP) is a benefit available to New York City employees comprised of a 457 Plan and a 401(k) Plan. Eligible employees may choose to join either the 457, the 401(k), or both.
