Joel Bondy was appointed to the position of Executive Director of the Office of Payroll Administration (OPA) on April 29, 2004 by Mayor Michael R. Bloomberg at the recommendation of the OPA Board of Directors. Mr. Bondy has combined management with information technology as his career has weaved between The City of New York and the private sector for over 25 years.
Mr. Bondy’s first projects with the City were in the late 1970s when he assisted in the development of the Integrated Financial Management System (IFMS) and the Payroll Management System (PMS), which continues to pay over 300,000 employees.
In the 1980s, Mr. Bondy established and managed the Orlando, Florida office of the Plagman Group, a management consultancy and training firm specializing in the security and EDP audit fields. Mr. Bondy spent the next seven years as Managing Director for the Productivity Center, a New York City-based computer consulting and training firm that he co-founded.
Mr. Bondy renewed his ties with the City in 1990 as Deputy Executive Director of the Financial Information Services Agency (FISA) where he led the enhancement and maintenance of the City’s payroll and financial systems. Mr. Bondy continued his City career with the newly established Administration for Children’s Services (ACS) in 1996 as Associate Commissioner, MIS Director.
He returned to the private sector in 1998 as a management consultant in the public sector practice of Bearingpoint/KPMG Consulting.
Mr. Bondy holds a Bachelor of Arts degree in Computer Science and Business Administration from Pennsylvania State University. He is co-founder of the Information Center Managers Association of New York. He enjoys spending time with his family and sailing on Long Island Sound.
