Bradford E. Billet was born and raised in New York City. - During the past 20 years, Mr. Billet has acquired extensive experience and skill in International Affairs, Emergency Management and Security, Governmental and Business Management, and Administration and Operation. He has held high-ranking positions in both the private and public sectors. He responded to the September 11th attacks and the 1993 bombing of the World Trade Center, as well 20 aviation incidents, twelve involving mass casualties and/or fatalities.
Currently, Mr. Billet is the Deputy Commissioner of the Office of the Mayor, Commission for the United Nations, Consular Corp and Protocol, Office of the Mayor. Mr. Billet is responsible for Diplomatic and Consular, Legal, Intergovernmental, and Public Affairs at the Commission. He is the agency's Chief Operating and Administrative Officer.
Mr. Billet coordinates City interactions with the resident international community. He provides substantial policy guidance to all City agencies, including the Mayor's Office, as well as NYC businesses and residents regarding relations with United Nations, foreign governments and their officials
On an on-going basis, Mr. Billet directs and advises on matters of security and emergency management related to the international community. He coordinates with all law enforcement and emergency service agencies in preparation for high-security events, such as the United Nations General Assembly Debates and UN Special Sessions, OpSail, visits of Heads of State/Heads of Government, World Economic Forum, and other city sponsored events. Mr. Billet has also planned and administered numerous NYC special events related to the international community.
As a result of the World Trade Center disaster, Mr. Billet was called upon by Mayor Rudy Giuliani to provide several essential services in the rescue and recovery process for the City of New York and affected families. In the response to the September 11th attack on the World Trade Center, he directed agency operations at the City's Emergency Operations Center and the Mayor's Family Assistance Center providing necessary services to those in need while using his emergency management experience to initiate and implement special operations in response to the disaster. Mr. Billet worked with the Office of Emergency Management as the primary liaison to foreign governments. He also acted as the primary liaison to the United States Department of State and worked closely with other federal, state and local government agencies to resolve problems and concerns of the international community as they arose. His efforts were essential to further U.S. foreign policy interests.
The City faced many challenges in the recovery and rebuilding efforts after 9/11. In responding to the needs of both the City and foreign governments, Mr. Billet oversaw the compiling a list of missing foreign nationals, assisted in collecting of overseas DNA samples from survivors, facilitating access to benefit programs, managing international donations, administering protocol issues with regard to various visits of heads of state/heads of government, and controlling access to "Ground Zero".
Mr. Billet created the policy for death certificate applications from abroad, including implementing fraud protections. Additionally, during this time, Mr. Billet was directly involved in the planning and opening of the General Debate at the United Nations, November 10 through November 16th. In that same week, Mr. Billet responded to the American Airlines Flight 587 crash and assisted in creation and operation of the incident's Family Assistance Center.
He has received numerous honors and commendations throughout his career and he continues to lecture on Public Safety and management issues. Mr. Billet has been nationally recognized as a Certified Emergency Manager and Continuing Legal Educator. In 2002, Her Majesty Queen Elizabeth ll awarded Mr. Billet an Officer of the Most Excellent Order of the British Empire (OBE).
Prior to serving the Commission for the United Nations, Consular Corps and Protocol, Mr. Billet held a number of other posts in City government. In May 1996, he was chosen to serve as Deputy Agency Head in the newly created Mayor's Office of Emergency Management. During his tenure, Mr. Billet managed numerous incidents, including the TWA 800 Disaster. As part of the Office of Emergency Management, Mr. Billet established structure and policy for the newly formed agency, responded and coordinated the City's response to emergency conditions, briefed the Mayor on the status of emergency operations, designed and developed citywide disaster management plans for responding to and dealing with emergencies, (e.g., hurricane, winter storms, terrorism, utility disruptions, building collapses, multiple alarm fires, civil unrest, Weapons of Mass Destruction and all multi-agency responses, as well as formulating Business Continuity plans), directed emergency operations, served as Director of NYC Inter-Agency Emergency Operations Center during activation, directed and coordinated on-scene emergency response and operations, served on various committees, taskforces, and lectured on emergency management, coordinated press/media activities including preparation of press releases and press conferences, directed intergovernmental activities on emergency management and public safety issues, and oversaw the production of agency printed material and presentations.
In March 1996, when EMS merged with the Fire Department, Mr. Billet was appointed Assistant Commissioner in Charge for Intergovernmental Affairs. In this capacity Mr. Billet also directed the division for Community Services and Special Projects. He represented the Department to community boards and elected officials at local, state, and federal levels and served as Departmental Liaison to the public concerning public safety issues as well as completing any post merger issues.
In 1994, Mr. Billet was appointed to the New York City Emergency Medical Service as Associate Director. Later that same year, he was promoted to Associate Executive Director where he directed various administrative departments including Administration, Strategic Planning, Finance, Budget, Special Projects and Intergovernmental Affairs. Mr. Billet designed, developed, implemented and administered the NYC Fire Department's "First Responder Program" and the merger of the NYC Fire Department with the NYC Emergency Medical Service, changing a Mayoral transitional idea, into reality. He also provided on-site senior management oversight at emergency incidents, designed Agency response Matrix for response to Multi-Casualty Incidents. As the agency's Chief Financial and Administrative Officer, Mr. Billet oversaw the 3000+ person agency and its $180 million OTPS and PS budget.
In the fall of 1993, Mayor-Elect Rudolph W. Giuliani asked Mr. Billet to join his transition team. He served as an advisor and member working on Health and Emergency Medical Services and Public Safety related issues.
As a senior volunteer for the American Red Cross (ARC), Mr. Billet worked as a Disaster Team Member, responding to local and national disasters from 1985 to 1994. He served in various leadership positions during his tenure at the ARC, including a voluntary position as Operations Coordinator for the First Aid and Medical Station in New York City. He is a former member of the ARC of Greater New York Volunteer Advisory Board. In 1993, Mr. Billet was the sole recipient of the New York State Volunteer of the Year Award.
Mr. Billet also has experience in the private sector. In 1990, Mr. Billet co-founded Minpetro, Ltd., an oil exploration and trading company, where he served as Chief Financial Officer. As CFO, he was responsible for all of the company's financial and worldwide operations, with offices in Moscow and Abidjan. He negotiated multi-million dollar contracts and concession agreements with former Soviet Union republics and West African nations.
In 1989, Mr. Billet worked for Afro-West America, where he served as Assistant Vice President. During his time at Afro-West, Mr. Billet focused on mergers and acquisitions and represented the organization overseas at meetings with foreign companies and government officials.
