The word "protocol" comes from two Greek words meaning "first" and "glue," and originally referred to the first page glued to a legal document to summarize its contents. Today, "protocol" usually refers to an international code of politeness and diplomacy between nations.
The Mayor's Commission for Protocol evolved from the Committee of Welcome to Homecoming Troops, which was established in 1918 under the renowned leadership of Grover Whelan, who held the post for thirty-four years. The Committee, with nearly 5,000 members, gave returning soldiers a lavish and memorable welcome.
Currently, the Office for Protocol extends hospitality due to Heads of State/Government, distinguished visitors, and other dignitaries. The office serves as liaison between dignitaries and the Mayor with respect to requests for meetings and invitations to events. In addition, representation at occasional receptions and ceremonies may be provided.
The Office also publishes the National Protocol Directory and provides gifts, flowers, and other amenities for mayoral guests.
