Mayor Bloomberg discussed New York Citys Education Gains and Announced 2012 Graduation Rates
- Since 2005, the New York public school graduation rate has increased 39 percent.
- In 2012, the New York City public school graduation rate held steady at 64.7 percent even as students are required to reach higher and higher standards in order to earn a diploma.
- The higher graduation standards reflect the realities of the 21st century, when students need more skills to succeed economically.
- Since 2005, the New York City's Public School dropout rate has dropped by nearly half. Today the dropout rate is at an all-time low.
- The five and six year graduation rates have continued to rise. In 2012, 71.1 percent of students graduated in five years, compared to 70.4 percent in 2011, and 73.2 percent graduated in six years, compared to 70.9 percent the year before.
- The number of students who earned Regents diplomas rose by 10 percent in 2012, and has more than doubled since 2005 from 30 percent to 61.5 percent.

Mayor Bloomberg joined Speaker Quinn and the Building Resiliency Task Force to release recommendations to strengthen New York City's building standards to make NYC's homes and businesses more resilient
- The Building Resiliency Task Force convened after Hurricane Sandy to outline steps to strengthen building standards so that buildings in New York City would be more resilient in the face of all natural hazards, including floods and severe heat waves.
- The Recommendations consist of 33 proposals including steps that would ensure access to water, air and heat during extended power outages.
- The task force consisted of 215 members and met 45 times. With representation from management, organized labor, academia, City government, and other fields the task force contributed more than a $1 million worth of voluntary labor in making the report.

Mayor Bloomberg Announces New York's Highest
Court Unanimously Upholds State Law Authorizing Livery Street Hail Service
and Additional Accessible Yellow Taxicabs
- The New York State Court of Appeals made a unanimous decision to
uphold a State law authorizing the City’s establishment of street
hail livery service in Brooklyn, Queens, the Bronx, Staten Island and
northern Manhattan.
- The Court’s decision allows the City to move forward with a
plan to put up to 18,000 new, “apple green,” Boro taxis
on NYC’s streets over the next three years. And one-fifth of
these new taxis will be made wheelchair accessible.
- The State law that the Court upheld also authorizes the City to sell
2,000 new taxi medallions for wheelchair-accessible yellow taxicabs.
- The sale of these new yellow taxi medallions will generate up to
$1 billion in City revenues, including $300 million in the next fiscal
year.
- Separately, an appeals court lifted an injunction against our new
e-Hail program, which allows people to hail yellow cabs using a mobile
app.
- This announcement means that in 2013 the City will have created two
entirely new transportation networks at no cost to taxpayers: the Five
Boro Taxi and Citi Bike.

Mayor Bloomberg launched “NYC Build it Back,” a program that
will help New Yorkers rebuild homes damaged by Sandy
- The goal of “NYC
Build it Back” is to help New Yorkers affected by Sandy
return to safe, sustainable homes.
- Homeowners or renters whose primary residence in NYC was damaged
by Sandy or landlords whose property was damaged by the storm are eligible
for the program.
- Everyone who registers will be assigned a housing recovery specialist
who is trained to determine eligibility for the program and guide New
Yorkers through the process every step of the way.
- “NYC
Build it Back” is funded with about $648 million of the
$1.77 billion in Federal Sandy recovery funds the City is receiving
through the Department of Housing and Urban Development.

today.

Mayor Bloomberg Presents FY 2013 Preliminary
Budget
Mayor Bloomberg today presented a Fiscal Year (FY) 2013 Preliminary Budget
and an updated four-year financial plan. The Mayor outlined a plan that
achieves a balanced budget - closing a $2 billion budget gap without tax
increases - which is made possible by the City's years of prudent planning
and spending restraint.
